Questions regarding online league functions and settings!

Hello,

My friend and I have recently upgraded to OOTP 16. Perhaps, I should preface my questions with a little bit of history. He and I had an earlier version of the game in which we created an online league that ran for about fifteen sim years over the course of about a year and a half. He and I decided to end the online league after changes, both of us agreed to, morphed our online league into something neither of us wanted at the outset. We would like to start up a new online league and both have agreed to not make any rule/structural changes unless otherwise directed from the league itself.

I have a few questions regarding the game and online league play.

1) Dynamically evolving league: Does enabling this setting function, online, mimic its functioning in a normal one person sim?

Part of the reason I ask is that in our past online league we had not seen any changes made through the first five years. Typically, a change or two is made every 2 to 5 years, usually, in a normal one person sim.

2) Does the game see one of us as the Commissioner, and if so, is that why the league may not "dynamically evolve."

3) Is there a way to setup an online league where neither of us act, as the game sees it, as a commissioner except to create a portal for the data to be transferred back and forth?

My friend and I have spent hours discussing reviving our online league and want to cover all of our bases this time before we decide to go ahead with the league. Thanks for all of the help in advance!
