Exclamation 2013 arbitration changes

In iOOTP 2013, arbitration kicks in after year two rather than year three. I don't know how it is in real life, but this change will affect how you build your teams.

I did notice something weird. Maybe this is another change in behavior and maybe it is a bug.

I have several players in arbitration and $4.9 million available for extensions. So I offered my best player an extension, and everything worked as I expected from 2012: the amount available for extensions increased by the amount of that player's salary ($12 mil) so I had $16.9 mil available. I gave him $13 mil and he accepted, so I ended up with $3.9 mill for extensions -- exactly as expected.

The weird thing is, it isn't working for anyone else! The other players I have tried are asking for multi-year extensions and the owner is not approving them. It's as if they are being treated as free agent signings rather than extensions, even though all of them are in arbitration.

Is this a bug? Why isn't arbitration working for these other players?

Because the amount of money available in x amount of years is more than your current budget allows for.

So, if in 2 years my payroll is $10M under budget, and I offer somebody who will be a free agent in 2 years a 4 year, $11M deal, I won't be able to afford it.

Though I could be wrong.

Possible, but it doesn't seem to be the case for me, as I actually have a $21 million contract that will become available for extensions at the end of the year.

i should have said that I have more than 100 seasons under my belt as a GM in iOOTP 2012 and I have never seen this happen before. It appears to be new behavior. (BTW these players are actually listed as "auto" and not "arbit" so I may be wrong about arbitration kicking in early. For some reason in year three they are getting paid as if they were arbitration eligible but aren't? I'm confused.)

I withdraw my earlier statement that arbitration has changed. After letting my $12 million player actually reach arbitration, everything worked as I expected and I extended his contract. The only think still confusing me is why he got such a massive raise prior to reaching arbitration.
