Editor's Note: There are big changes afoot for 2003. First, as mentioned before, we are adding 2 levels of minor leagues and after this season, the Draft will be from the D Leagues. Free Agency is also enabled. And finally, I am going to add scouts back in. I prefer playing stats only, but in OOTP, there are too many places where things are not stats only when you are trying to play stats only. And without scouts, those places show the actual truth. I can avoid looking at those places, but it is a pain and not so much fun. So scouts will be back and set at Normal accuracy. And with the scouts coming, we are changing the rating scales to 1-100. Overall ratings will be Stars.
It will likely take me a while to set all this up, so do not fret if you do not hear from me for awhile.... I know most of you are waiting on pins and needles for each of my dispatches.... P.S. I am also changing the base stats that fuel our results. We have been using an average of the NL in the 1980's minus 1987. I am changing it to the average of the National League from 1969 to 1992. This is mostly for philosophical reasons and will not alter our results much at all. 1969 to 1992 was the Golden Age of Baseball, in my opinion, at least in the National League. They screwed everything up when they let Denver into the League.... PS.#2 I also forgot to mention that we are changing parks. Boston traded 1B Alex Urias (37-L) to Atlanta for 2B Jim Winkler (33-R) and two minor leaguers: 1B/3B Harvey Sanberg (24-R) and CF Sam Grady (22-L). Urias won a Silver Bat and a Gold Glove in 2001, but then lost his job in 2002 to eventual NL MVP Dave White (25-L). Winkler is not much of a hitter, but he plays good D. The two youngsters both hit well in A Ball this year. Editor's Note: I have completed enough of the work getting ready for 2003 to proceed through the off season. I signed a scouting director: Oscar Cervantes (46). 4 years for $132,000 per. He's from Aspen, Colorado. He asked me what kind of budget I expected to give him for the coming year. Well, you see it's like this, Oscar.... Our owner, Matthew Leadbeater (83), does not trust me with the scouting budget, so you'll have to ask him.... He's a meddling control freak, who cares mostly about turning a profit. On the bright side, he is 83 and can't live forever! |

Arbitration hearings are today. We have 6 cases that will be heard. RP Jennings Sims (30-R), who tore his UCL and is out until June will be non-tendered as will 1B Kurt Cunning (31-R), who hit .425 as a pinch-hitter for the Beavers in 2001. The players trying to get bigger raises than we want to give them are SP Rondey Moe (27-R), SP Steve Muir (28-R). C Jim Shippy (31-R), SS Dave Risinger (26-R), LF Fernando Martinez (27-L) and CF Jack Hinckley (26-R). Owner Matt Leadbeater (83), by the way, has given me a budget of $9.3 million for 2003. Only Pittsburgh has a lower one at $8.8 million. Boston has the highest at $17.6 million. |

We had offered $1.4 million CF Jack Hinckley (26-R) $200,000. Player won. We had offered $100,000. We did not have a good record there... About $600,000 it costs us... When you only have $9.3 million, that is a big chunk. We will definitely try to trade LF Fernando Martinez for a cheaper player. But I will wait, as usual, until after the B Leagues Draft in January before making any deals. |

Free agents file today. We are losing 3 players, none of whom we want anyway. C Darrell Milewski (31-R), who we traded for to be our starting catcher in Portland, but only hit .100, SS Rich Cruz (31-R), who hit .182, and LF Don Neumann (32-S), who only hit .217. I like Neumann, even so. He came through with some big pinch-hits for us this past year, but he is getting old and his defense is slipping, too. Quite a few big names are testing the market, but we have only $850,000 to spend. That will not get any big names.... 3B Jim Jaeger (35-R), formerly of San Antonio, signed a 3 year contract with Salt Lake City for $6.52 million. He hit .320 with 60 HR and 206 RBI over the past 2 seasons with a .939 OPS. He also has no more range and made 35 errors at 3rd base last year. But the Bees seem to be planning for him to play 3rd again, even though they have no 1st baseman worth a hoot. |

LF Bill Tovar (31-R), formerly of Miami, signed a 2 year contract with Montreal that will pay him $1.52 million a year for 2 seasons. He has hit .361 with a .992 OPS over the past two seasons, but only has 424 AB because he cannot stay off the Disabled List. But the Expos are confident they are not wasting their money and he will finally qualify for a batting title for them. |

SS Fernando Medina (31-S), formerly of Toronto, signed a 4 year contract at $2.14 million per season with a team option for a 5th season with Milwaukee. He's a 2-time All-Star and Silver Bat winner. He hit .287 With 34 HR and a .789 OPS over the past two seasons and is an excellent fielder. The Brewers, who already have a shortstop who won a Silver Bat and was an All-Star in Greg Hobbs (28-R), say they will move Hobbs, who is not a very god fielder, to 2nd base. RF Gene Garman (30-L), formerly of Denver, signed a 2 year contract at $1.2 million per season with Boston. He has hit .284 with 73 2B, 52 HR and 170 RBI and an .851 OPS over the past 2 seasons, but has very limited range in the field. 2-time Gold Glove SS Roberto Blanco (25-S), formerly of Atlanta, signed a 5 year contract with San Antonio for $8.55 million. He has hit .268 with a .703 OPS over the past two years. To qualify for free agency at age 25 is quite an accomplishment! SP Bill Wertz (31-R), formerly of Salt Lake City, signed a 4 year contract with Los Angeles with a team option for a 5th season at $2.64 million per year. He won 25 games in 2001 and is 40-17 with a 2.46 ERA over the past two seasons. It seems to me that Salt Lake City would have been better off using that money they threw at 3B Jim Jaeger (35-R) to keep Wertz. The Angels lost their former #1 starting pitcher, Sam Henderson (28-R), to free agency, so this signing doesn't really make them any better than they were last season. It seems to me that they could have re-signed Henderson, who is younger, for less money.... |

SP Sam Henderson (28-R), formerly of Los Angles, signed a 5 year contract for $12.12 million with crosstown rival Hollywood. He's a 2-time All- Star who is 32-21 with a 2.50 ERA over the past two seasons. 1B Roberto Perez (31-L), formerly on Montreal, signed a 5 year contract with a vesting option for a 6th year with St. Louis at $2.12 million per season. He hit .296 with 52 HR and a .946 OPS over the past two seasons but has spent 17 weeks on the DL. The Winter Meetings start today, but we won't be doing anything much. I do have one contract offer out on a free agent OF: Jerry Suazo (28-L) of Hollywood at $575,000 a year for 3 years. I was hoping to spend what little money we have on relief pitchers, but there are none worth signing except for 35 year olds. Suazo has hit .299 over the past two seasons with a .379 OBP. He is an excellent RF and can play center. He has little home run power and not much speed (0 SB), but I think he would be a fine leadoff hitter for us. |

3B Jeff Galka (33-R), formerly of Salt Lake City, signed a 3 year contract with Oakland for $910,000 per season. He hit .304 with 39 HR and 125 RBI and a .915 OPS in 2001. but dropped off to .245-27-89 with a .715 OPS in 2002. He does not have a great deal of range, but only made 12 errors at the hot corner in 154 games last year. SP Dave Kushion (30-L), formerly of Kansas City, signed a 2 year contract with Chicago for $2.03 million. He was 18-6 with a 2.30 ERA for the PCL Champions last year. He missed half of 2001 with an injury. LF Dave Pass (28-L), formerly of Montreal, signed a 6 year contract with a player option for a 7th season with Cincinnati with an average annual salary of just over $1.7 million. He is a decent fielder and made the All-Star team this past season. Over the past two years he has hit .297 with 37 HR and 144 RBI, 174 R and 48 SB and an .828 OPS. He is the 2nd 5+ WAR player the Expos have lost this winter (1B Roberto Perez). |

It is a merry Christmas for SP Sergio Peralta (27-R), formerly of Boston. He signed a 5 year contract with Kansas City for $2.14 million per season. He was an All-Star in 2001 when he went 19-11 with a 2.69 ERA, but missed 2 months of 2002 and fell to 6-15 with a 3.82 ERA. |

Reigning PCL Fireman Trophy winner, Jesse Borley (34-R), formerly of Seattle, signed with Philadelphia for 1 year at $670,000 with a team option for a second year. Seems kind of cheap for a guy with 67 SV and a 1.79 ERA over the past 2 seasons. I would have signed him for that, if I had known we would take the offer. |
