My fictional league has no 5 star players, how come?


I recently started playing OOTP 15 (before this I only played OOTP 11). I setup a league with 8 teams, 3 minor leagues and a feeder league of 20 high school/college teams. Which I read and calculated is exactly enough for the league setup I use.

I started the game in 1850 and simulated until 1880 to start my game with a fresh player base. However now there are no players with over 4 stars, not even any with over 4 stars potential. Is this normal?

I have 'All player ratings are displayed relative to MLB' checked and 'Overall rating based on all players, not positions' checked.
