How do minor league stats get added to some but not others?

For a new standard MLB game, there are a lot of players who are pretty current who would be in the AAA and AA career leaderboards who have no minor league stats.

But then for the 2019 start Bill Nicholsons 1968 and Ted Abernathys 1956 seasons show up in the AAA International leagues leaderboards.

Its a very random few whos minor league stats show up from the 1950s thru the 1980s but then no Phil Hiatt 40 home run seasons from the 1990s and 2000s
