Issue with terrible draft pools?
I started a league in 2016 but eliminated all but A, A+, AA, and AAA teams and then adjusted the draft to be only 19 rounds to prevent an excessive amount of players from being generated (it's still more than needed to fill out minor league rosters).
Now, when the amateur draft comes around, the players are awful. In the 2019 draft, the top prospect had a 2 star potential rating (I turned off scouting and this is not shown relative to the league, so it's an absolute value). Also, like 75% of the players, by my estimate, are coming out of college, rather than a healthy mix of high school and college. This has happened in 3 straight drafts. I looked for a setting where I could have turned off generating fictional players for the draft but I don't think I did that. It looks like some of the players are fictional. Any ideas? did you by chance set a min/max age for the draft created palyers? double check. it may be one tab right of the main draft options under league settings screens.
what you are describing is exactly what i saw when i tried to set 18/22 min/max age. if so, re-entering "0's" would be wise. reducing rounds will reduce talent a bit from my experience. I think it's relative to # of teams in upper league, too. i'd tweak this only after verfiying age settings for created players. you can get 2-3-5 straight really really weak drafts... it happens eventually. what your describing is a bit more than that.
