Created Player not developing

I notice when I create a young player the offensive and defensive ability's never improve only the physical ability.

I have run a few test and it seems to be the case every time. I even tried setting the "Coaching" ability to 40.

Edit* I am playing in Historical mode.

On the editing screen, is the Ability number in Offensive and Defensive Attributes higher or equal to the potential number? If that's the case, any further growth in his abilities will be very slow, if it happens at all.

No.

To test I had the Off/Def ability's set to 600 and potential to 1000 with coaching set to 40 and nothing.

You didn't have player development set to Annual Recalculation in the historical setup, did you? If that's not it, we'll have a look - it could be that the initial player development speed calculation isn't getting done properly with created players in historical, but I'm surprised that wouldn't have been noticed before now.

No it's not set to annual recalculation.

Yeah, something's definitely not right there, I created a few 20-year-olds and didn't see any improvements in the first couple of seasons. We'll investigate a little further and see why it's not working.
