Adding a New League without the Wizard

Can you add a new league to an existing game without going through the "Add League Wizard"?
Edit: or switch to "Advanced Mode"?

Also, can you add a league without generating players for the league? I want to import players from another save and do not want other players generated.

to my knowledge no. you can always mass delete the new players thats what i do when i add league and want them to be populated from existing leagues in that universe which i have done 3 times so far.
