Draft and Scouting Lists

Hey guys, I just got back into this game after a few years. The only thing I am having problems with is that I don't get a scouting list from central scouting. On the screen where it is supposed to be it's just blank (mid and final rankings). I know you should trust your scouts, I just feel it's really weird that they aren't showing up. What should I do?

I am also experiencing this and now players over 3.5 PA in the draft after I add Seattle expansion team
