I did not see this option. Does it have to be in the offseason to be available?

As soon as the regular season schedule appears then you will see the option to the far right of the screen for the schedule editor.

When you click schedule for the current league that you are playing it will note if the game isn't being played in the home city.

All we need now is for the expanded standings to have W-L for neutral games however it remains with Home and Away W-L.
