Online League - Multiple Identical Offers

In online leagues when multiple teams make identical offers to players (most common with ELC contracts), the team higher in the GM list always gets the player. Ideally this would use some sort of other factor or randomly pick a team rather than just giving it to the highest GM in the list. It seems to be a very common issue in online leagues and it comes up every offseason.

There's supposed to be a mechanic that randomizes it in that situation, sounds like something may be going wrong with it. We'll check it.
