Signing prospects with high current ability

I'm trying to sign two of my prospects on July 2nd, one with two-star and one with three-star current ability, and both are refusing to sign two-way contracts. One is 20, the other 21, and so the standard NHL entry contract does not give a choice in the matter.

I'm just making the assumption that it's based on their current ability that prevents them from wanting anything but a one-way contract, of course, but I don't run into this sort of issue with the 1.5 star guys each year.

Both are Canadian, and so I would assume both should 'understand' how the system is setup, unlike for instance a Russian player who I would understand would want to make full wages to play at home in the KHL. If this is working as intended, a message about them prefering to play overseas like the one you receive about foreign players not wanting to sign in North America would be nice.

Yeah, that's definitely not right, as long as the guy is obliged to sign an entry-level contract he should be accepting two-way deals. We'll see what's going wrong there.
