Entry level - will not sign
When looking at free agents - you can offer an entry level contract which defaults to $925,000 I believe with minor league option. the player is asking for more - like $1,017,000. You can click meet demand but offer does not change and you can not submit an offer to the player

Is it happening with any players in particular, or all of them? Generally, the player is aware when entry level restrictions apply to him and will only ask for that amount. We may need to see the save if it's happening all the time in it.

I've seen this as well, but I can't remember the player's name... They demanded more than 925k, but haven't had an entry level deal, so they won't sign.

I seen this with Russian players. I would say that it is not unrealistic in this case most of times

Yet the AI controlled teams have no problems signing them for the $925,000 salary.

If we can get the names of some of the players this is happening with, we may be able to identify the cause of the problem.

Try with some of the Russian high-end UFAs, like Maxim Shalunov
