Can't install OOTP 16

Getting a couple of errors and sent in a support ticket a couple days ago but no response so seeing if anyone has come across this as well. Purchased OOTP 16 on Steam and am getting this and have tried uninstalling and reinstalling:

"OOTP found that the crashed_on_startup flag is set..."

and the one that triggered it and follows that other is:

"Could not open target folder to install game data. Please uninstall and reinstall Out of the Park Baseball".

I didn't post a request there as the links on the steam boards pointed back to here. it's the only Steam games I have had an issue installing. Starting to think I should ask for a refund and just buy the full game from the site here which is what I normally did for previous OOTP entries.

*edit* Requested a refund on Steam and bought it on site. Installed and works perfectly.
