Edit league rules link dead - even on 7/1

I have seen references that the only day league rules can be edited is July 1st. Too bad since that means we can't edit the rules until season #2. That aside, I simmed ahead and even on July 1st the link is dead. Playing ECHL, did I miss something along the way?

yes, that's definitely the case. The button will always be greyed out if commissioner mode is not enabled on july 1st.
