What happens if I have all the cards to complete a mission?
1. Are these cards still on my roster? If active, still in my lineup?
2. What happens if I am coming close to the 175 reserve roster limit?

Then you can complete that mission my selecting it in the list and clicking the shiny button.

1. Yes. And yes.

2. Nothing, but you should consider moving all cards not needed to the inactive list, which comes at no pain or penalty, but might speed up loading the roster screen instead. Cards in excess of 175, I assume (not been there), will be made inactive anyway.
