WHA Players in historic replay.

I was doing a historical career. The WHA just made it's debut and I took the Oilers and there was one player on the Protected list, that I could NEVER put on the active roster so I traded him to Chicago for two real dogs. I also signed all three free agents that appeared fo a total of five players on my roster. September 27th is the day Preseason starts in the WHA and I cannot proceed, because I keep getting a notice not enough players to create lines. No team does. Some have 13 or 14 on their roster, but nobody has enough players to proceed. Is this a bug? Where do the players come from?

I'll probably need to have a look at the save (uploading instructions here) to see exactly what's going on there. There's a know issue with random debut starts and the WHA if you begin play in 1972, but other than that, I don't know of any other specific problems that would cause a league-wide player shortage.
