OOTP13 - States as Regions Mod
I will be releasing a mod that makes every US state into a region, assuming it hasn't been done already. Release will be on April 9 to correspond with the non-preorder release date. Check back for updates then.

Actually, it already has been. (Canadian provinces, too! )

It has been? Then I guess this can be locked.

Sorry, yes. I hope you didn't do too much work on it already.
I'm sure there will be a heavy demand for region mods, though. There are currently 142 region options in the db, which includes all 50 states and 10 Canadian provinces. But there are probably lots of combinations we didn't think of. So if you did already start on this, your work needn't be for naught. Just add an extra state or two to each "state region" you've already set up to create combinations of states that are linked in some meaningful way - geographically, culturally, historically, etc. - and offer it as a mod to give other users a little variety.

I guess I'll be working on this after all. Projected release date is still April 9, but I'll be creating a new thread.

Does the current OOTP13 db include single states as regions?

The most likely of which are the regional structures of actual minor leagues past and present. I've done a little bit of work on compiling that, but not much as I'm not sure how much of a demand there is. I do find the data interesting enough to work on it regardless, but it'd be a low priority effort in that case.

I'm intending to work on a English-counties-as-regions mod, but it's tedious (partly because some of the cities for England don't have lat/long coordinates and some are outright missing even though they have populations of 3500+)
