Add Option to Disable Promotion out of Int Complex

A disable feature here would be great. As I dont want to manage promotion/demotion for my entire organization because of minor league injuries it would be too annoying.

I also don't want my assistant GM to promote out of my Int Complex. Or have that as its option separate from the rest of the minor leagues.

This has driven me crazy for 2 years.

With the AI controlling promotion/demotion, they promote the player when they feel he's ready.

For this not to happen, the AI logic for human-controlled organizations would have to differ from the AI logic for computer-controlled organizations.

It just needs the same strategy as the rest of minors where you can force disable promotion.

It exists every minor level except int complex because their is no strategy tab there.

Should easily be able to make this change.
