20-80 scale

I had heard that the 20-80 scale for scouting was in here, yet I can't seem to find a place to switch from the 1-20 scale.
Help?

I can tell you this much, but I don't have the game in front of me so I am not 100 percent sure.

Go:

OOTP> game> AI Options....

Instead of AI Options, it's under World Setup, I believe. Towards the bottom left of the screen.
