I'm not sure if this has been fixed in ootp 14 (I'm using 13 now) but can u offer a free agent an option before the final two years of his deal? In ootp 13 if you want to offer a player an 8 year deal you can't offer an option for year 5 for example but only year 7 and 8. If this feature has not been added in ootp 14 i'd love to see it in ootp 15

No, you can still only offer options for the final two years of a contract.
