Rule 5
I hope this isn't answered somewhere that's I've missed, but I had a Rule 5 question.
Are there any changes being made to the Rule 5 draft to improve it? Things such as... - AAA and AA phases? - The option to offer players back to their origonal clubs if you don't want to keep the player in the majors? - Implimenting the 90 days on the 25 man rule (so you can't just stash a guy on the DL as soon as they get hurt), which carries over to the next season if need be? - Lastly, It costing money to draft these players (50k and 25k on the return)? Thanks in advance for a response

I think the only one, other than the 90 day rule, which should be a must, is the ability to offer the guy back to their origonal club, since that is the most commonly practiced thing with the Rule 5 draft.

Is there a cost to offer a player back to the original team in the minor league phase?
