Waiver Eligibility is Incorrect

I'm noticing some players being required to pass through waivers when they shouldn't have to. For example here is some of the players on waivers Oct 1. 2018:

Roope Hintz and Sami Niku are both 21 and each only have one season of experience in North America. There is no way that either of them should have to pass through waivers to be sent down. Also Dominic Turgeon, Joe Hicketts and Andreas Borgman are on waivers, despite each of them very recently being sent down in the real NHL.

I'm not sure what's going on there, I ran a test and got the same thing, but I see other players with essentially identical contract and playing history data and their waiver eligibility is set properly. Doesn't appear to be an issue on the data side, going to have to investigate further.

I had similar situations with FHM4, eg in Colorado I had Anton Lindholm waivers eligible right away
