How can I modify the look current / potential bars?

One of the only major complaints I have about this game is that in every skin apart from Classic, it's extremely hard to distinguish between current and potential ratings visually, especially if the values are close. It's a real pain on the eyes.

However, in the Classic skin, the difference is marked by a shaded bar seperating the two, which is awesome.

How would I go about modifying the bars in other skins? Are they graphical assets, or generated-in engine?

If you like the ones in the classic skin, copy and paste them into the other skins.

So I found the skins in the Steam game data directory, but each skin appears to be a .cfg file and a .bin, so I'm not sure what I would need to do here - any pointers?

Not sure how it works in Steam... But with a regular PC install, you would have had to go to Add Ons Central and downloaded and installed the 3 different skins... Then you would locate the OOTP 20 skins folder which would house the 3 skins sub folders ootp 20, ootp 20 classic and ootp 20 dark... Open up one of those folders and then open up the style_sets folder and then you have to find the folder where that particular graphic resides...
