Amateur draft age problem

I play almost exclusively with Historical Leagues from the 70s-90s. I usually pick a team and then try and create a Dynasty with them. I always select Amateur draft with real players and enjoy that aspect as well, but I've noticed an issue while doing a league starting in 1988.

I find more and more players available in the draft that are 15, 16 or 17 years old. Now 17 year olds I can see, and I understand they are allowing us to draft international players that were originally signed to FA contracts, but it gets annoying to have to draft so many players that are so young.

One time I drafted Carlos Delgado but they said he was just 16 years old but I added a year to him in order for him to mature quicker.

Any thoughts on what I may have set up wrong or is this a bug? I know I've noticed in other leagues an abundance of high school players available over college players.

How is it annoying to draft a 15 year old that will one day hit 473 home runs?
