How do I create a league?

I don't know how to make the league I have made into it. I have all the owners who have not bought the game, who are going to be playing in the 30-team dynasty salary league, where I make moves, lineup changes, suspend players, etc.

Yea come again? I understand the way u want the league but are u meaning u need help setting up ur league from the very beginning step?
