Couple of questions - Staff and background leagues

1 - Staff

How can you scout/recruit new staff for your team, like assistant coaches or trainers? The free agent list only features players.

2 - I started a sandbox league and made the league I wished to play and its farm teams. As I did not create dozens of parallel leagues...there is nothing else going on in the world, and nowhere for my scouts to go scout as apparently my league is the only one in the world. Did I miss an option in the sandbox setup menus? Or is there a way to add leagues to "flesh out" the experience?

1 - Under "Team" at the top go to the "Personnel" tab. That screen shows you your current staff, but clicking on "free agents" there leads you to staff you can hire.

2 - Didn't miss anything. The fictional side only has the absolute minimum of features It's only main league, farm league and junior league. That's the max you can create.
