Why not call up intl free agents to minor leagues?

Assuming you have an unlimited minor league roster size, is there any reason not to call up international free agents to the minor leagues? Do they develop faster in the international complex? Is it better to have them sit there than have them sit on the bench in a rookie league?

Their pro service clock begins upon calling them up bringing them closer to arb/rule 5 draft.

I thought the clock for arbitration doesn't start until at least they are on the 40-man roster? Or am I mistaken? You're definitely right about the rule 5 draft, which I guess would force you to put them on the 40-man roster which would start their arbitration clock? True...

Yes, the arbitration clock won't start until they are on the 40 man roster. But as you said their pro service clock does start. So they would eligible for the rule 5 draft and minor league free agency sooner.

Do they actually develop in the international complex, or is it just a holding tank? I've never seen them generate stats or improve ratings...

I think they're supposed to develop as if they had average coaching, like if you turn off coaching in the game as a whole.

They do develop when left in the int complex.

But the biggest reason to leave them in the int. complex is that their current ratings will initially be too low for the minors, even the rookie leagues. So if you call them up, the ai likely won't even select them in the lineups and if it does they'll perform badly and it'll actually hurt their development.

So keep them in the int complex until their ratings are good enough for the real minors.
