Question about creating an Inactive Roster
I am starting international leagues/independent leagus with no minors, and I was thinking of having something like a 25-player active roster for teams with the ability for each team to carry 35 players total (10 players inactive). Is it possible to create something that allows teams to have something like an inactive list?

I do this with my 8-team fictional league in OOTP 18. I started with a 25-man active roster and a 50-man reserve roster, but I've since cut the reserve roster down to 25 players.
The reserve roster is really an inactive roster. For example, when I have an active roster reliever who is "Tired" (from a couple of consecutive game appearances), I move him to the reserve roster and move a fresh reserve roster reliever to the active roster for the next game(s). |

Players on the reserve roster do develop. It is somehow taken into account that they will develop while on a reserve roster.
