Here's a nations.txt file that's created to reflect baseball quality around the world. It'll give you more accurate talent distributions that reflect baseball as it's played around the world.

Not ranked: Greece and Israel. For the purposes of OOTP, there aren't going to be native players coming from there. So there isn't a point in rating them unless you just want to do it. If they were rated on baseball infrastructure, I'd say you'd rate them both as 2, because Israel has a pro league with barely any native players, but funnel enough money in and you could get Americans who live there with Hebrew names playing in no time.
