Free Agents and Associations?

I did a thread search before I posted and I was shocked I couldn't find the answer there. Surely someone has had this question before...

Is it possible to have Free Agents within leagues, but not available to other leagues in the association? If so, how is this done?

Just as an example, I'm setting up leagues in different regions of the United States. I want free agency in each of the leagues to closely mimic real life MLB, but I do not want players transferring to other leagues. If you start in the East, you can be traded to other teams in the east, you can sign a free agent deal with other teams in the east, but you would never play in the west.

I know you can turn off the draft, the rule 5, and trading between the leagues, but I can't seem to find where to turn off the free agency without turning it off totally.

On one of the league setup screens, there are options to not allow free agents to leave the league and to not allow free agents from other leagues. I forget the exact screen and wording though. It's something you have to set for each league individually, too.

I found it in the financials section of all places. I kept looking in the options and rules. Thanks. I actually feel kinda silly for not seeing it before.

You have to change this on a league-by-league basis as the previous poster mentioned.The reason why finding the setting is tricky is because it only appears as an option and can be changed during preseason. It is under Game Setup - League Setup - Financials and is on the left side under Financial and Free Agency Settings.
