Contract rules editing

I created a custom major league with a custom farm league and a custom junior league. I noticed that drafted junior players under 20 can be signed by farm league teams. It appears in the contract rules list. However, I didn't find an option to change the age in the rules options on July 1st.. Can I change it somewhere?

I don't believe you can because simply the draft pool isn't large enough at the beginning so when the Farm League needs extra players, it doesn't have another affiliate or even Free Agency to grab someone from. So instead, it'll sign a Junior League player to fill that spot. Once you play a few years though, the world should populate with enough players it isn't an issue though.
