Custom League Entry Draft Order

Is it possible to make the bottom half of the teams do a lottery draft for the 1st 2nd and 3rd pick?

Not at the moment, the NHL lottery is hardcoded in and it'd require some new coding to make a configurable lottery for custom leagues like that. Probably possible at some point, but I'm not sure when.
