Hidden "potential" ratings?

I have a custom view for pitchers that includes OVR and POT component ratings (STU/MOV/CON) that I created for offline play, mainly for evaluating prospects.

When I opened PT after playing offline, I noticed something weird while viewing my pitching staff. What are those potential ratings on the right? Check out Hicks, Minter, and Martinez.

(I have the same view setup with hitters, but I haven't noticed any discrepancies between their potential and overall component ratings.)

Buehler is the same. Since they are all Live cards, whose ratings are susceptible to change, I would reckon it has something to do with that.

While I have noticed this more with live cards, Stivetts had a potential CON in the 60s last year. Now it's back down to 50.

Not only does it vary from season to season, but it can vary across the same card. Check out these three Walker Buehlers.

The MOV potential couldn't have anything to do with those HR totals, could it...?

I did a little bit of a search and it seems as though this might just be a bug/oversight. Obviously because of the nature of PT, potential shouldn't/doesn't matter.
