What are u20 or u23 baseball tournaments? Do you mean under 20 or under 23 years old?

Anyway, the short answer is no but the long answer is, the game provides enough flexibility for you to set up tournaments by creating "leagues" with varying structures, schedules, and playoff designs. It also allows you to restrict participation by nation and/or region and by age minimum/maximum if that is what you meant.

Basically i wanted to use some of my minor league players say under 22 or 23 and play against other countries with the same age group

What you're describing isn't really possible without a lot of manual intervention, but I think it can be done.

Tournaments in OOTP are almost non-existent, with the exception of League Associations. You'd basically need to create an empty league and manually move the players you want in the tournament into the empty league, schedule a tournament, and then move the players back again. Due to the way the database is structured, players can't be on two teams at once as they might actually be IRL.
