Can I lock minor leaguers?

I don't manage minors rosters in depth; I let the AI manage it. I have a SS I want to keep at AA; when I let the AI manage my minors, it moves him to A. Is there a way to lock him at AA?

I'm also wondering; what is the impact to development if I don't have enough pitchers on my rookie league team?

Right click transactions disable.

If you don't have enough pitchers anywhere then non-pitchers will pitch. The effect seems obvious.

On the individual player strategy page you can lock him at any level.

I lock about half a dozen minor leaguers. You can also use the strategy control to make sure he is played in the position you desire.

I use the lock on the strategy page a lot. I use it to get a young player(ss for example) learning a new position(3b or 2b) if blocked at the MLB level by a player who will anchor that spot for a while. Also use it to TRY to get RPs who are CLOSE to being an SP locked into starter role to stretch them out and hopefully learn a new pitch or upgrade current pitches. Sad thing is, doesn't always work.
