Pitching Rotation in Spring Training
I am running in GM mode and the coach is setting the spring training rotation to the highest rested starter. It looks like the coach thinks this is the playoffs. I suspect that there is a check in the AI that is not being selected correctly. Shouldn't spring training default to strict order or strict order occasionally highest rested? I am running build 38 so most current as of this morning.

You have to set the rotation options in the league options screen under "stats & AI". You can then change the team you manage. You may want to change this when the regular season starts. During spring training I set pitch limits and reset to zero when the season starts. I'm currently playing a league in 1901 so pitch limits were different then. They are much lower now.

Spring training essentially always defaults to a form of "highest rested" no matter what rotation mode you choose (except for strict). However, it uses a different algorithm, essentially picking the pitcher who pitched least recently regardless of talent or rotation spot.
