Shoot/Pass Tendency
Which way gets a player to shot more, higher or lower? In the manual it said lower but all the top shooters have 8-11.

The higher the number, the more likely they are to pass. Extreme numbers at either end of the rating scale tend to produce really dramatic results, so they're used pretty rarely (the range of pass/shoot ratings in the starting NHL database runs from 6-16.) The rating can also be modified by the player's tactical role as well, so if you've got, say, Henrik Sedin in a playmaker-type role, or Michael Grabner in a shooting one, they'll get close to the ends of the scale.
