Is there too big of a gap between Normal and High pitching stamina?
I am running a fictional league and I'm trying to set it up for 4 man rotations. When it's set at normal, the SP is usually around 82% when pitching 4 days ago. They don't get to 100% until 5 days. This is only slightly better than a low setting. Low would change it to 77% after 4 days.
When I set stamina to high, players pitched 3 days ago are at 100%. A normal setting should get a pitcher to 100% after 4 days. or at least a 95%

You have two levels of stamina modification. I use normal in one league then apply a numerical value to the league totals modifiers. You can set SP separately from RP.
That might get you closer.

I have tried this but it only seems to affect stamina in game. it doesnt change recovery rate

You could be right. FWIW here is what I get with Normal stamina on the left modified to 0.900 on the right. The variation due to the pitchers stamina rating shows on 3 days rest. I've also seen some at 100%@3DR and 97%@ 4DR but not in this sample. This is about 55 SP who threw 90+ pitches in their last start.
