Hep Needed - online_league_file_time.cfg not appearing

I'm commishing a league and none of my GMs are getting the online_league_file_time.cfg file in their settings folder, yet they are able to update the league file fine in game. Do I have to manually create this somewhere or is there a setting I have inadvertently switched on/off that is causing this not to be created?

I am yet to confirm if it is missing for all GM's - but no one I have asked has this file in their settings folder.. really weird.

Any assistance appreciated.

Update - 1 GM for sure is getting the updated .cfg file but no other GM is.. any ideas guys?

Any other friendly commish's out there who have experienced this or have any suggestions on what could be causing it?
