AI leaves players on reserve roster in Mexican League

In a thread on the main OOTP 19 page, someone pointed out that Tijuana is off to a 3-86 start in their league, which is pretty bad considering they're the defending champions. I started up a MLB 2018 league using the latest patch and simmed ahead a bit, and they're off to a poor (though not as bad start), but saw they're only filling up 19 of 30 spots available, and leaving 14 players on reserves (screenshot added). They also have two starting lineup spots (3B and LF), which means they have ghost players there that are probably killing the team, even though they actually have players in those positions on reserves. Clicking on other teams in the league, it doesn't seem as big an issue as the other teams filled in most of the roster spots (at least 25 of 30). Let me know if I should upload a savegame for this.

It's because the guys on the reserve roster are all foreign players and only so many can play with the foreigner limits.

A lot of guys both on the reserve and the active roster have Mexican second nationalities in reality but didn't in the db. I've added in the Mexican second nationalities for the guys who have them in reality, so should be better in the future.

Did the same for the rest of the LMB as well as it was an issue on some other teams too, just not to this extent!
