Selecting jersey numbers after expansion

I have a 21 team custom league. I just finished my first expansion of two teams, I took control of one of the teams and completed the expansion draft. Afterwards received a message to assign player numbers. Two goaltenders preferred #1. But, every non-goaltender player preferred either #4 or #9. There were 34 players, all fighting over two numbers, which seemed very strange and looks like a bug to me. I'm not sure how much number selection is weighted for morale or how number preference is generated, but if you have 20 guys furious they all can't be number 4, that might be trouble.

Yeah, something's definitely wrong with the preferred number generation for fictional players. It's supposed to be distributed a lot more widely than that.
