I noticed that human owned teams can hire as many personnel as they would like. So, you could hire more scouts and get more robust scouting. However, it seems like the AI controlled teams only hire the same number of personnel - for instance, three scouts.

Just wanted to make sure this is correct. If so, then to make it fair, I would limit myself to the same number of personnel even though I could hire more. Does my thinking seem reasonable/correct?

Scouting doesn't work exactly the same way for the AI as it does for human teams. So, they'll hire a number of scouts that's more or less the amount needed for their level (i.e., many more for an NHL team than an AHL one) and the needs of their scouting system. You don't need to be constrained by that amount - you won't have a significant advantage over the AI's coverage, even with many more scouts. (And you still do have an upwards limit, your staff budget, although scouts are cheap.)
