Why are all minors in triple A?

I don't get it. Can someone explain what I'm doing wrong? This is all the teams.

Hi. could you include a screenshot of your organizations? I'm guessing you mean that all of your minor league players got moved to Triple A by the AI?

Is it possible you implemented age and/or service time requirements in Double-A and lower and made a mistake?

If you don't allow incomplete rosters and ghost players all of the minor league guys will go to AAA so the roster is full.

I do have ghost players enabled but not sure about incomplete rosters. I take it thats in the settings?
