Can you start the year before, and then when the team is "created" you retire your GM created in 1991 and create a new one, taking control of Ottawa?

You have to start with commish mode enabled, unemployed in 1991, sim the season until June 30th and on July 1st you take over the Sens under 'manager options'.

Yeah, the way Duranium posted is the only way to take over a historical expansion team in its expansion year - since the expansion is automatic, there's no option for the user to intervene directly as with manual expansion in other modes, and it's very unlikely that he'd be offered the job by after an unemployed season with no prior history.
