Reliever Stars Problem

I've been having an issue whenever I hire a new scout or switch the scouting format in-game - suddenly all my relievers, and all other relievers, are showing as 5 stars. This really becomes a problem with free agents, because I typically use stars as a way to sort them. I have FA relievers at 44/58/46 showing as 5 star relievers, and I can't seem to get it to switch back. If I switch to 20-80 scale, it does the same thing, making all the relievers show as 80's. They didn't start this way - it was only when I hired a new scout.

EDIT: I know this is similar to one that has already been posted, but mine only happens when the new scout is hired, so I thought it different enough to post a separate topic.

EDIT 2: I already tried recalculating stats/scouting as well as closing and restarting the game. I even tried starting a new game, and it did the same thing as soon as I hired a new scout. Even when I turned scouting off, it was still giving me really high overall ratings for pitchers who had previously been 1 star at best.

EDIT 3: Finally got the data compressed and uploaded. It's called Second Game 2017. Thanks!

It did this after I finished simming a game, too. This is a definite problem.
