Help With Setting Up Uniform Income for Each Team

I run a league with a fixed salary cap and cash cap. I try to set each team's income such that their income equals the salary cap, but it never seems to work out right.

The way I try to do it is just set ticket prices to $0.01 and do it all with a fixed media contract that equals the salary cap. It still never seems to pan out that way with teams getting vastly different incomes.

Can anyone help me set up a consistent income for the teams that is the same across all teams?

Not sure if it's possible because there will always be differences in the merchandise income.
