Half the league on waivers to start a historical game.
When I go to play a historical game in the late 2000 period, so far it's happened in 2008 and 2010, a ton of players immediately start the game on waivers from around the league. For example, in the 2008 game, Sidney Crosby was on waivers soon as I started.

Also there seems to be random trades that happen before the game starts. Random players are on the wrong teams for 3rd round picks when you start a game.
For example in 2010, The Pens have Boston's, Philly's, and the Islanders' 3rd round picks and those teams have Kunitz, Cooke, and Dupuis and the Pens have Berglund for their own 3rd rounder. |

Yeah, it looks like the teams are making moves to get under the cap despite not actually being in cap trouble - either trades for picks to dump salary, or, if it's not possible to do that, sending guys to the minors to scrape out some more cap savings. It's exactly what happens when most/all teams in the league are over the cap, but there's no apparent reason for it; we're still checking on what's causing it.
