Issue in the WHL

I just started a RTG in the WHL as the Regina Pats and am trying to start the first preseason game. No matter what I do, whether I pick the team or I allow the AI to do it, the game pops up with a message saying there are too many players on the active roster. There are 3 overages, and 20 players in general so i know this is not the case.

Are you sure you're under the active roster limit? The team starts with 30+ players, but the roster size has to be under 25 before playing games. I just tried it, and I can start a game as Regina with a 25-man roster (20 dressed).
