Scouting level and lower potential players

I have a hard time really getting the level A-E system.

If a player in the draft have a 1 star potential but is only scouted E, wouldnt it be better taking a chance on that player rather than a 1 star potential that have level A (since there is more room to move up from a 1 star).

I play a historical game where in this draft I have goalies Bill Ranford (scouted A, 2,5 pot), Curtis Joseph (A, 2) and Arthurs Irbe (B, 1). And from what I remember, Irbe was pretty good.

Does it work like this: Ranford and Joseph are almost certainly a 2,5 resp 2 but Irbe might be a little bit higher (or could he even be lower)?

"Almost certainly" is a bit strong, there's a possibility of error even at the A level, depending on the quality of your scouts.

In general, between two players scouted as 1-star potential but one at A and the other E, it's probably worth taking a chance on the E guys, since the odds are better the evaluation is wrong. One star is unlikely to work out in any case, so you might as well take the risk. But the higher the rating, the more likely it is you're drafting him in a position where there's more at stake, so then the relative safety of the A-level evaluation may be more attractive.

Another scouting question:

What happens if I use a scout with "average" to scouting potential and scout the player to "A" level, would that player then permanently be shown a potential that is less accurate than if I use a scout with "excellent"?

Since it seems like I cant "re-scout" a player with level A.

Yes, that's how it works. After a while, the A will degrade down to B and you can re-scout him with someone better.
